If the VM is running, it would not surprise me a bit. It also depends on what cpu you are using in your FreeNAS. A Pentium G would have a lot more usage at idle than a Dual Xeon E5-2670 as one has a lot less cores and horsepower than the other.

in FreeNAS 10 it used like 0.1-1% so something has changed the way bhyve works. its the same VMs I had in previous FreeNAS.
Today I installed my first bhyve VM on FreeNAS 11.1. The VM is a very light one, running pihole on ubuntu 16.04 server. When using 'top' I also see that the VM is constantly using 10%.
I cannot compare with previous FreeNAS versions. My system is a 16GB RAM, Intel C2550, 3 disks.

I am seeing the same issue with 11.2-U1. bhyve takes 10-20% of the cpu (whereas the programs in the VM take just a few percent in the VM).
Also middlewared is using a log of CPU.
