50% ram showing

I've spent a good 45mins searching and tried all the things I have read but no dice so I thought I'd ask for help.

In Truenas Core 13.0-U5.3 my system only shows as 3.9GB total available memory. However, I have 2x4GB sticks installed.

In the shell, I have typed uname -m to which it outputs amd64 so assuming I have the 64 bit version of TruenasCore installed.

I have taken out the memory and reseated them multiple times.

I have taken out the MOBO and replaced it.

"dmesg | grep -i memory" shows as 4096mb real with 3810mb available.

Not sure on the MOBO
2x4GB RAM.
Sandisk 256GB SSD boot drive
Dell PERC H310 HBA with 5X WD40EFRX (RaidZ1) and 2X WD20EFRX (Mirror).

Clearly, per dmidecode, only a single DIMM is being recognized. It could be a faulty DIMM, faulty motherboard or CPU socket, faulty CPU, poor connection at any point, or just plain incompatible combination.
