<urlopen error [Errno 61] Connection refused> after upgrade to 11.2 and trying to find a plugin

The problem shows up when I try to install a plugin. By the way also System update shows an error(mainifest could be read).
I made three fres installations but itdoes not help :(

In 2017 there was a similar bug but as far as I investigated it this problem was solved and for example in the startup of freenas the middlewared reports no problems.

Any idea what I could try to fix it?

I have a fritzbox and she has no proxy but an firewall enabled for communication initiated from the outside.
I tried a ping with the google address from the shell of the web front end (directly on the console it's the same) and got:

If I did the same in my linux terminal in parallel I got what I had expected:

It seams that when I'm doing a ping from freenas it leads to a problem in the t-online machinery.
Does the feedback from ping give some hints?

That output definitely looks like it is being blocked by the firewall. Have you tried a packet sniffer or tcpdump?
