Ubuntu settings not updated in VM after reboot

Hi! I've successfully installed Ubuntu in a VM and it runs fine. The issue I'm having is that any changes in Ubuntu (i.e. adding users, etc.) are not reflecting when I reboot. When it reboots, it's like a fresh install. I have deleted the Device CD-ROM so it's not booting to the installation media. I'm guessing it might be a write or access issue. Any assistance would be fantastic. Thanks!

Apparently a virtual shutdown/reboot doesn't work to save the settings if the entire VM hasn't been restarted after deleting the CD-ROM. Once I restarted the VM, everything was fine.
