Transmission Doesn't Start after Upgrade to 8.3-RELEASE-p4 and PBI update

I had a fully functioning transmission-2.51-amd64, upgraded using the FreeNAS-8.3.0-RELEASE-x64.GUI_Upgrade, and then subsequently upgraded transmission-2.61-amd64.pbi.

The jail looks fine, but starting transmission from Control Services --> Plugins -> Transmission 2.61 fails silently, nothing in /var/log/messages, or /var/log/messages in the JAIL, or in /var/log/transmission.log in the JAIL.

JEXEC'ing into the jail I can see my settings.json file and it looks fine.
When I try to start transmission manually I get:

Did you update the jail as well? If you have an 8.2.0 jail installed and you installed an 8.3.0 transmission build it might not work anymore.

I upgraded the plugin jail, ultimately deleted the PBI and reinstalled from scratch, that got me to a new starting point, where transmission would at least start.
