RSYNC daemon not reponding

I'm hoping someone can point me in the right direction. My 11-U4 machine is running the rsync service. The daemon is running and a module is configured. Port 873 is open, but the daemon doesn't answer.

I also have an 11-U3 machine. The rsync daemon works perfectly on that system.

An attempt to connect to the rsync daemon from macOS gives the following:

rsync: connection unexpectedly closed (0 bytes received so far) [sender]
rsync error: error in rsync protocol data stream (code 12) at /BuildRoot/Library/Caches/com.apple.xbs/Sources/rsync/rsync-52/rsync/io.c(453) [sender=2.6.9]

An attempt to connect from another Freenas system yields:

rsync: did not see server greeting
rsync error: error starting client-server protocol (code 5) at main.c(1662) [sender=3.1.2]

After seeing this message, I tried connecting to both the non-functioning U4 system and the functioning U3 system with ncat (ncat hostname.local 873)

The functioning system replies with: @RSYNCD: 31.0
The non-functioning system has no reply.

I also monitored the daemon logs for each system. The non-functioning daemon doesn't log anything.

The process is running:
root 14049 0.0 0.0 8932 2680 - Is 15:26 0:00.00 /usr/local/bin/rsync --daemon --config /usr/local/etc/rsync/rsyncd.conf

The machine in question is a Dell R720 w/ 16 GB of ram.

The problem resolved after several reboots. Nothing of value was logged. The service seemed to be on vacation.
