Plugins/Jails restart via API (+after API unlock)

Hi there,

With the API it is possible to enable/disable all services of the control service tab, which is also documented in the API documentation to build.

However, to unlock a volume the normal GUI presents restart options for some services including the plugins/jails besides passphrase and recovery key, which is necessary to enable the plugins after unlock.

With a python script using the API it is only possible to unlock a volume and restart the services. The plugins/jails cannot be restarted and therfore remain disabled after unlock.
