Network Settings blank in IE8 with Static IP

I've tried both 8.01 BETA4 & now RC1 (7508) and I can't see the Network settings for either in IE8.
I can see them in Firefox 3.6
I'm running a static IP rather than DHCP.

i had to use firefox to get all of the config screens as well it was a bit of a pain
