Q: Does the following setup work? Will there be any performance issues?

FreeNAS

IBM ServerRaid M1051 (flashed to IT mode)
|
|--Port 0 -> SAS 15K HDD x2 -> Mirror -> ZPOOL 1
|--Port 0 -> SATA 7.2K HDD x2 -> Mirror -> ZPOOL 2
|
|--Port 1 -> SATA SSD -> SLOG

Well i *believe* it should work - i looked up sth similar fpr my H310 which uses the same chip (LSI2008) and it was supported to mix SAS/Sata on the same channel but to be honest i have a bad feeling and dont do it.
I try to at least seprarate them per channel (port) if not totally.

Note that you shouldnt set up SATA disks behind an expander at all, thats a road to doom from what I've read.

Whether its more or less performant... no idea - i havent found any massive complains regarding this (unlike other LSI controllers and SATA disks) so it shouldnt have a huge negative impact but it is more work for the controller for sure.
