It appears your system board has 2 x8 electrical PCIe slots, 1 in a x8 PCIe physical and the other in a x16 PCIe physical. Both are labeled PCIe version 3.0. So it should not mater which slots you install which device, x8 HBA or x8 NVMe dual adapter.
