How to structure datasets such that everything is covered by password encryption?

I noticed that it's not possible to use password-based encryption for the root dataset, only key-based encryption. I would like password-based encryption for all my data. The best I've come up with so far so to have a dataset called "encrypted" and nest all other datasets underneath. Is there a better approach? It's a bit annoying to have to have all datasets nested in this way.
