If you want IPFW you need to build custom FreeNAS image and include ipfw which by default is not built into the system.
There is How to Guide on building FreeNAS image/installation CD and there is a thread explaining how to enable ipfw in a custom build.
It requires some practice and is not trivial.
Exposing IP to world should only be done in jail which is similar to virtual computer running FreeBSD inside FreeNAS.
It is important to understand that ipfw is not just an add-on program ("ports") but is a part of core networking that isn't included with FreeNAS. Personally, I would prefer to see it included but I can see why it has been left out.
