How do I make files downloaded by transmission RWX to a group outside the jail?

Currently I have transmission set up to download files which get written to the Downloads/ directory in the jail. This is mounted to my CIFS share. When a file is downloaded, if it was a zip for example, I cannot extract it. How can I add the users who use my CIFS to access and manipulate these files. Is there a way to the permissions that transmission writes them as? And even if I could, how would it be possible to specify a group outside the jail since transmission is being used from within the jail. Thanks!
