Boot loader not loading

I'm trying to install 8.3 on a new-ish pc, but can't seem to get past the boot loader phase.

I get the following on the screen:

CD Loader 1.2

Building the boot loader arguments
Looking up /BOOT/LOADER... File not found
Looking up /boot/loader... Found
/
------------------

Then the '/' just spins non stop and nothing loads. What am I doing wrong?

How are you installing exactly? If installing to a USB flash drive, how big is it exactly? You should be using a 4GB+ USB flash drive.
