I am setting up my Freenas 9.2.1.5 server and and need some advice on permissions. We are migrating away from Windows 7 users and a windows Home Server to Freenas server and Linux on the users computers. I say that to explain that to explain that Samba will not be necessary. Purely NFS.

I have several folders where two or more people need read-write access but others should be able to view the folder but not able to change the contents.

Example:
Bob and Sue should be able to read to folder A, but while Mark and Sally can read folder A they cannot delete or change anything.

I have done a lot of reading but have not found anything that directly applies to this situation.
What would you recommend?

Hope you have Win 7 Enterprise, because the homebrew NFS clients don't seem to cut the mustard.

Even the NFS client Windows provides sucks... If you plan to use Windows your only "good" option is CIFS unfortunately.
