Might sound like a dumb question. If I am streaming Plex from my server and my file is 30gb. Does my internet use 30gb to play it?

The PLEX forum is probably a better place to seek the answer to this question.

No it doesn't. The bandwidth is a combination of the bitrate, resolution and audio format. You can adjust the bandwidth by letting Plex transcode to different levels.

The bandwidth can also be controlled in the setting on your client.

SweetAndLow and Jailer covered the possibility of getting Plex to transcode the video and therefore reduce it's bitrate/filesize but one thing that hasn't been mentioned is that if you're streaming the video to a device in your own home, and if that data isn't going outside of your own network (be it via cellular data or some kind of funky, unnecessary routing) then it does not count against your bandwidth usage limit.
