it seems not. in your log you successfully establish a connection, and server ask you for auth.
try enabling root login, and log in as root. or try enabling anonimous login. you'll find this settings in ftp service settings page.
I'm no expert and are only new to FreeNAS however I had this issue last night and after searching the net for a while I discovered that the issue was the 'Home Directory' setting in the user's account. I change it from '/nonexistant' to the path of the volume which I wanted them to have access to, in my case it was '/mnt/data'. This fixed the issue and I was able to connect and use FTP as normal.
