I used freenas 7.x for 2 years and now I am using latest 8.2 beta3.
I remember that in 7.x the default PASV mode port is starting from 55536 to 55563 but now 8.2 the minimum port must be set <= 10000.
Why the developer make this change?
For me, it is not convenience because I have to change the port forward range.

This is a change in FreeBSD, not from FreeNAS. There are some kernel variables you can set in the "Tunables" section of the GUI under System on the left sidebar that will let you change this range. I don't know what they are off the top of my head, but I can look them up and update here in a minute.

UPDATE:

Ok, here is a link to the FreeBSD docs that talks about using those variables:

http://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/configtuning-kernel-limits.html

They are called net.inet.ip.portrange.first and net.inet.ip.portrange.last

Ok, I think I jumped the gun on this a little. I had it in my head because I had just read about these variables. The FTP ranges are different. I think from looking at the ProFTP docs that the new assigned range from IANA is 49152-65534, so they have probably changed to be compliant with that, and probably by the developers of ProFTP.
