File permission on Upload (FTP)

The server on FreeNAS 8.2.0 x64-bit. On the server, a disk drive (250GB, UFS). Enabled FTP.

On the hard drive 3 folders assigned to the user. For each user as Home Directory folder is set. All users in one group.
Also, there is one user who has access to the root drive and have access to all folders (Administrator, for example) and as a member of the group too.

All users granted the right 770(-rwxrwx---) . The Administrator also has full access rights.

Question: Why, when a user (any) upload a file, the file has the rights: 600 (-rw-------) ?

In the setting of the disc Owner —*user who has access to all folders. When I checkbox Set permission recursively it works, but every time failes when I open window again — it's unchecked.
It is important that the uploaded file already had permission 770, but not every time use Set permission recursively, because the main user(Administrator) need to have permission to all files in the all folder.
